OK stay, unpleasant try to charge extra costs

Despite the EU rules, the hotel wanted to charge extra city tax, while the booking explicitly stated "Total (costs and taxes included)" and "To pay in hotel 0,00". The EU rules just forbid non-transparent pricing. The first lady said she "had heard this more often" and asked me to contact te manager, the second lady started talking even more nonsense like "this is how it works". I kept saying I didn't want top pay it and finally the manager approved that I didn't need to pay. I'm pretty astonished a large chain like Accor hotels explicitly does not comply with European rules and that employees are not well informed.
